you must download an App through Cydia called Winterboard. This will appear as an icon in which you can view and turn on other themes you have downloaded.
The priority of each theme (ie using a separate lock screen theme instead of one in a theme package) is determined by its place on the list.

I never knew that and have always struggled to theme certain parts when using a FULL theme. Thanks for the description.
