But they were dark / grey on iOS 17.5.1 due to Dark Mode set in Settings app. Regression issue.

It’s beta 1 so I probably wouldn’t go as far as “garbage” just yet.

You misunderstood what I was saying. I meant that there is no technical reason why developers can't release their apps with dark mode right now for the 18 betas, as long as the apple interface for this is stable.
Yep you are correct. One of my third party apps has a both a light mode and dark mode icon now.
