How come when setting new stock tickers to my Dashboard, it changes back to the default ones after I restart my computer? Thanks

restarting your computer restarts the widget

Err, no. Widgets use preference files to keep changes across restarts and closing the widget.

Try Spotlighting for "widget-com.apple.widget.stocks.plist" and trash that file. Reopen your widget, change the defaults, close it and then reopen it to see if it saves your changes.
