Data Change - Now what?

I was set on getting the 32G device since I could pay the 15 for normal use (reading news on the bus) or 30 when I travel. Here are my questions:

1. Can I cache news from RSS feeds on the iPad using 3G? If so, with what app?
2. Is the $15 plan still month by month?
3. Do I need an ATT plan to use their WIFI hotspots for free?
