Any one know the exact date for the release of ios 4 on iPad

Nobody he can tell you the exact day it will be released. Though it will be soon, now the Gold Master has been released.

Apple's support document says the day light savings bug will be fixed after 11/07 so that might be a clue.

I may be mistaken, but I think that specific date has more to do with the fact that date is when daylight savings time ends in the U.S., whereas in the parts of the world where the bug happened, daylight savings time ends one week or more before. For example, in France they changed their clocks back a week ago. I think maybe someone forgot to take that into account... Also the 7th is a Sunday, I'm not sure if they'll release the new ios on a Sunday. But maybe that'll be the release date after all...
