I have an iPad Air 2 which no longer powers on; most likely the battery I suspect. I was going to sell it on eBay for parts but I realized if they opt to repair it, they couldn’t get around the iCloud lock, correct? Is there any way I can wipe it or unlock it? It does not power on or charge.

Does anything happen when you plug it into the charger? Do you get the red battery icon and plug into charger screen?

Nothing, unfortunately. I restored it right before this happened, so it doesn't even show up as a device on my iCloud.
 
Was it having charging issues before or did a charge not last long? Sounds like you’re pretty convinced the battery is wiped out.. I was going to suggest cleaning out the charge port to see if lint or debris is causing it to not charge

It started freezing at first, then the wifi/bluetooth stopped working. Then one day it just wouldn't power on at all. So I'm still not sure. It could be more than one issue.
 
Well, if by 'restored it' you mean that you restored to latest firmware, then that would have required you to turn off Find My iPad under Settings. Having done that, you have effectively signed out of iCloud for that device, confirmed by the fact that it no longer shows up in your list of devices at iCloud.com or under iCloud in Settings on your phone. So, unless you restored from a backup after the firmware restore or explicitly signed that iPad into your iCloud account (either of which would have re-associated it with your iCloud account / Apple ID), you're good to go: the device is not iCloud locked to your account. I don't know your whole situation; it might still be locked to another family member's account or something like that, and perhaps you would not be able to know that definitively.

Apple used to have a web page where you could check the lock status of a used device, but they took it down. You might be able use the procedure outlined on this web page if your iPad is a cellular model:

That’s weird. My devices show offline when they’re powered off.. I assume the device list you’re checking is in find my iPhone?

Thanks. Basically, in an attempt to fix my iPad, I tried a restore from iTunes. It never was able to get past reinstalling IOS, so I don't know really about iCloud. What I DO know is when I brought it to the Apple Store, they could not log me out of find my iPad because the wifi didn't work, but yet it does not show up as a device on my iCloud account under Find my iDevice.

I think I will try to sell it with a disclaimer that it may be iCloud locked to my account. If that's the case, I could easily help them fix that once the iPad is repaired.

I am the only Apple ID associated with the iPad.

The check for whether Find My Ipad is turned on is performed at the start of the restore process, so even if you didn't make it through the restore you probably had to turn off Find My iPad to even get the process started. I understand your uncertainty, however, and selling it with the disclaimer is probably a good idea.
