Yes. USB-C PD specifically has "power negotiation" where it will decide on the safe power levels the device can accept. You could connect a 100W USB-C PD charger to your XS Max and it will negotiate at a max of 18W.

The good news is that third party options will soon be available, and you're not limited to Apple's options - e.g. https://www.macrumors.com/2019/01/14/anker-usb-c-lightning-cables-march/ - but unfortunately you'll have to wait.
 
If Monoprice is ok with shipping forwarders this is a good deal.

Otherwise, having to pay another 40 USD for DHL shipping to Singapore is too steep for this
