When you open a file 20 MB in size or less OS X automatically defrags them. It does nothing with larger files. Personally I don't use a defraging app at all and I have never noticed any issues with any of my Macs.

If you do feel the need to run a defraging app they are out there. Just head over to http://versiontracker.com/macosx/ and do a search for defrag.

I guess you can repair permissions on the drive from Disk Utility if you need to feel like you are doing something. Other than that there isn't really anything to do on Tiger. All of the old maintenance cron jobs that weren't handled properly if you slept the machine are handled by launchd and work as expected.
