The current state of iPhone 6s is that unless you have an Mac or icloud account, you cannot do a proper backup of Live photos.
Problem with iCloud backup is: I don't have that much spare bandwidth to upload all my videos even the 4K ones to icloud (I don't want to do that too).
Problem with buying a Mac : I need a windows based laptop for my current work requirement and don't want to have an unnecessary Mac just for this purpose.
My only current solution is to backup all photos, delete everything else, just keep the Live photos / backup in icloud, this is until Apple comes out with something better.
Also I do believe there are lots of users like me who are stuck on Windows with an iPhone.. will love to see some suggestions
