Delete and disable Shortcuts

Is there a way to delete shortcuts history or disable this feature completely on iOS 12 without having to set permissions for every single app? You can toggle off "Show app" in each application but evidently I have a ton of apps..

Note, I'm not talking about just hiding it from the lock screen, search, etc.

All the sites I see about the shortcuts feature talk about how useful it is. What hasn't been mentioned is the inherent privacy concern of iOS tracking ALL of your activity.

Realistically iOS like any other OS has essentially always been tracking your activity, it's just that now there are some suggestions or other things that are surfacing based on that data (which is still supposed to be just on your device, just like it was there before basically).

Yep, safe to say nothing is private. Well I disabled messages and safari so far. We'll see what else bugs me.

I started with a few like that and then at one point just sat down and spent about 15 minutes going through each app and disabling it for all of them basically.

I don't understand the tracking concern, though? Apple is clear on this in the Security Guide:

Shortcuts in Siri
Shortcuts added to Siri are synced across all Apple devices using iCloud, and encrypted using CloudKit end-to-end encryption. The phrases associated with shortcuts are synced to the Siri server for speech recognition, and associated with the random Siri identifier described in the Siri section. Apple doesn’t receive the contents of the shortcuts, which are stored locally in a data vault.​

Go to settings,siri & search, then see if they are listed under all shortcuts.
