They ( El Capitan and iOS 14 ) must be linked to cloud

when I delete a note or folder ... whether on Mac or iPad or both- they shortly reappear- how to delete !

I use notes a lot and I have never seen this action.

When I delete a note on any device, it goes into the Recently Deleted folder on all my devices.

Doesn't come back unless I move it back.
 
That's right, you must have iCloud enabled for Notes. For the devices and Macs you have iCloud enabled for Notes, it will behave the same way on all of those machines.

You can turn that off on any or all of your devices and only keep local copies on that device. Go to Settings > [your name] > iCloud > Apps that use iCloud.
