Is there a way to delete the iCloud Keychain and start over? The keychain not only stores passwords. It's also used by third party apps that stores hidden data which I can't access through Passwords. I tried turning off keychain for my iPad, there is nothing for Apple TV, and I also signed out of iCloud for Windows and remove the devices from the account. I then signed out on Apple TV and then factory reset it and then I signed out of iPad and then factory reset it. I then set up iPad as new using do not transfer apps and data and then completed the setup and then when I turned iCloud keychain back on my old keychain was synced back to my iPad. I have two factor authentication enabled and don't have access to advanced options. Apple says when iCloud keychain is turned off on all devices it will delete the keychain from iCloud but it's actually not working. Resetting the keychain can only be done using forgot security code but only available if not enrolled in two factor authentication. I can no longer turn off two factor authentication. I don't have a Mac that would allow full access to the keychain app data aside from passwords since the full Keychain Access app is only available on Mac.

Just some thoughts...
  • After resetting your devices, log into appleid.apple.com and make sure you don't have any trusted devices. Remove them if you do.
  • Did it not ask for an old passcode when you enabled keychain (step 3)? If not, maybe try setting up the iPad without a passcode, or use a different one. (This is assuming you originally set it up using the passcode you used before.)
I also use 2FA, and know I was prompted to enter in my old passcode when enabling Keychain on a new device before. I think it might have been because I didn't set the passcode on the new device yet, or used a different one. If you're able to get this prompt, you should be able to reset your iCloud Keychain by entering the code incorrectly too many times. It may have also just given the option to start a new keychain...I can't remember for sure.

2 years later and there is still no solution provided by apple to completly clear icloud keychain.
