Grrrr. Balance: when one thing comes in, something else goes. In this case, it is the ability to delete a pending update from the App Store, or at least the way to do it has been obfuscated presumably for the sake of "simplicity". The online directions I found all predate Mojave.
The deal: I bought an app from the App Store accidentally (I already owned it via another channel) and was refunded. When the app was updated, it showed up under "updates". If I try to update it, I get the "Update Unavailable with This Apple ID" This update is not available for this Apple ID either because it was bought by a different user or the item was refunded or cancelled."
