I find it very shortsighted that Apple allowed users to remove apps from the Home Screen, but require them to be on the Home Screen to delete them.

In other words, I can’t search for an app using Spotlight search or in the App Library, hold it down, and then delete it. I have to drag it to my Home Screen just to delete it. Very irritating.

You can delete apps from the app library.
 
But not from the list view.
I don’t know if it’s new with iOS 14.6 but I just found out that yes, you CAN delete apps from the list view.
