iPhone Deleting apps puts me in safe mode

Any ideas? Anytime I delete any app my phone goes into safe mode and when I go back to normal mode the app is still there. If it was in a folder, then its no longer in a folder, but still there.

I have 6.1.2
cydelete
folder enhancer
3g unrestrictor
privaCy
tether me
and xsell pandora skip

It is not iOS6 compatible

It shouldn't have let the tweak install if it wasn't compatible. Perhaps it wasn't from a default Repo......

This is not correct in all cases.
There are numerous items on Cydia that will install but are not compatible.
