Where and how can I safely remove all the unwanted language packages that OS X installed during the OS installment?
 
The easiest thing is not to install them in the first place, but it's too late for that now. There's a utility called Macaroni. It allows you to reschedule the cron jobs, schedule repair of permissions, and remove language packs. There is a free trial.
 
Run DeLocalizer, it will remove any language packs that you don't want from all apps on your system, including the system.
