after a year of solid use my monitor started to do this - see video link here - any suggestions or am i just fked. i checked for loose cable, unplugged and replugged in, no difference. checked for montiro firmware updates as well. no new updates. MacMini M1 connected via usbc.

Try connecting via HDMI.
If you don't already have an HDMI cable, get a good one.
Should look for a cable that is sold as "high speed HDMI 2.0".

What make of display?
What model number?
What size?
What resolution (i.e., 4k)?

yea I did a bit more testing last night, the screen has a test cycle you can run it through (that is separate from any video signal its getting - you can even run it with nothing connected to it) and it still exhibited the flickering issues. Dell support was really great and already is shipping a replacement.

This is the Dell U3223QE (32" - 4k)
