Does anyone know what my mother managed to do? I feel that I'm going to have to create a restricted account (she clicks on random crap and messes things up all the time)

She can't access her local documents or local desktop anymore in Finder. Of course one can access the desktop by using the desktop..

Could have sworn that even with iCloud Drive enabled that they still appeared in the User folder. Guess they don’t anymore (or maybe they never did)

They do, at least for me.
Hit Command+, and see if they have been “disabled”.

So for me, at least for as long as I remember the feature, they get hidden in the User's directory but are technically still there and can be navigated to through Terminal in the User directory, but not through Finder

If you press Cmd + Shift + D for the Desktop, and Cmd + Shift + O for Documents, it will open the folders from iCloud Drive. If you need them in the Users folder just make aliases to them from iCloud Drive.
