What the hell has happened to a desktop mode? It is not always showing on websites after the ios 13.
 
All pages default to desktop now. You have to press the AA in the search bar to request mobile site.
 
Depends on the setting: Settings->Safari->Request Desktop Website->All Websites. If this is off the aA popup will show Request Desktop Site, if on it'll show Request Mobile Site.
 
Are you using an iPhone or an iPad? Desktop mode by default is probably a iPad only feature.
 
Even though I have those settings, I am not getting the same view or screen layout that I would see in Safari on my Mac. Still looks the same as mobile view. In fact switching back and forth between mobile and desktop view on this site, results in the same exact view.

Some sites are the same and simply adjust, if needed, based on the size of the screen that is being used.

As C DM mentioned, the content is the same but adjusted for screen size. This is known as Responsive Web Design and it uses media queries in the HTML/CSS files. These rules can use max-width and min-width in CSS files, and viewport rules in HTML files. It all depends on how the site is designed for different devices.
