Desktop picture - not to move

I work with children, iMac classroom /catalina/
It is possible to freeze a desktop picture or make it unavailable to change by any user?
Every lesson I have total screen mess

Why is this so much of a problem? Are they changing desktop backgrounds to something inappropriate?

There are some teachers
Many users
New lesson, new backgrounds, sometimes stupid or funny.
It deconcentrate students, that's all
