I want to build php and MySQl on my OSX powerbook. However I do not have the Developer Tools CD. Where can I get this? Apple Support have referred me to the authorised dealer. They don't know nothin....

They are a free download. Go to;

(free registration necessary)

Choose Download, OS X

..or if you are on a slow connection and are near an Apple Store, you can go download & burn them there - yes they will let you. That's what I did.

* be sure to get the December Developer Tools
 
Yep... unfortunately, Apple doesn't bundle the Dev tools with all Macs... but does bundle it with all retail sales of Mac OS X.

Apple providing them for free via download however is great... and I'm glad they are providing developer tools for free.
