Is there a way to develop a iPad app but only give limited people access to it? Say an application only for employees of a company of something?
 
But only if you are a company more than 500. That kind of sucks.
 
Develop an app, post it publicly on the AppStore for $999.99 and use the 50 promo codes to install the app on your devices.

Ofc this only works if your company is smaller than 50 people... but yeah.
 
Could you post it publicly and use a 'log in' process that would make the app only operable by employees of the company?
 
The standard iPhone developer program membership allows you to install an app on up to 100 devices (that was the number the last time I checked) using Ad Hoc distribution. It requires that you collect the UUIDs of all of the devices and then distribute a provisioning profile along with the app, which people can install using iTunes on their desktop.
