It seems I am missing at least the "transform" panel in the development mode of LR. Maybe there are more panels I don't know about. I am a mere artist. Is there a way to see all the development panels?

The tool panels in LR Develop Module are:Basic, Tone Curve, HSL/Color/ B&W, Split Toning, Detail, Lens Correction, Transform, Effects, and Camera Calibration. These tools are for non-destructive edits to images, especially based on raw files from cameras.

You may be thinking of many of the advanced graphic tools in Photoshop that can ad layers, blend and transform images, do drawings and add text...etc. You can get both LR and PS in Adobe's Creative Cloud package for Photography for $9.99 a month.

Right-click (Option-Click) on the right hand panel. There should be a context menu that lists the development panels and these ones checked are the ones that display. Simply check the ones you want to see.
 
The Transform panel is a new feature in LR CC 2015.5.6, which was released yesterday. See here. You most likely need to update LR to be able to see it. Click on the CC cloud icon in the menu bar then click the Apps tab on the CC menu and you should have a button to update LR.
 
Got it. Much of what is now Transform was previously part of Lens Corrections. Can't remember having a Transform panel before.

The Transform panel was one of the sub-panels in Lens Corrections that appeared when you clicked the Manual button. Over the last several versions of Lr, Adobe has added functionality to Lens Corrections and it appears that to avoid bloat and to make room for future additions the transform functions have been graduated to their own main panel separate from the lens corrections and CA corrections.
