I'm trying to restore my iphone 4, without upgrading to iOS 6.

I updated iTunes and downloaded the correct IPSW file,
but when i try i get the error:

"This device isn’t eligible for the requested build"

I checked my hosts file, but it doesn't have any line resembling
74.208.10.249 gs.apple.com,
so nothing to comment.
The phone is NOT jailbroken

What can I do? why is that happening?

If you don't have the SHSH blob for you respective device you cannot restore to the 5.X.X firmware. The only restore you can do now without the SHSH blob is to the newest 6.X.X release.

Does the device currently have iOS 5 or 6 on it?

If it's currently got 6 then as Spectrum Abuser says you need the SHSH blob. if it's currently on 5 then it should theoretically work.

You've definitely got the right 5.1.1 IPSW file for iphone 4 (cdma/gsm) etc?

I currently have 5.1.1 and yes I downloaded the 5.1.1 IPSW,
GSM (I'm on AT&T).

How do I get the SHSH blob?..I don't really know how that works..

If you don't already have it, you can't get it, and you're SOL. Apple stopped signing for 5.x. The best you can do is get your SHSH blobs for each of your devices with the current iOS version, and get in the habit of obtaining blobs every time Apple releases a new version.

Every device and iOS version combination requires a different blob specific to to that device and iOS combination. You can get the blob only when you have the device and when Apple is signing it, and with rare exception Apple signs only the latest iOS version. So blobs don't transfer across devices.
