I'm trying to understand if Apple Intelligence compatibility will initially differ between devices bought in different regions, does anyone know the details?

As specified by Apple here, Apple Intelligence access will initially be different for EU residents. However, it's not specified what specifically limits this access. Is it the hardware bought within the EU vs. US or other regions, the carrier used, the geographic location, IP address, or something else?

I live in the EU but spend a lot of time abroad and in the US, so I have both my AT&T plan and European plan on my phone. Sometimes I buy the new iPhone in the US, and sometimes in Europe (although more recently in Europe). I have both a US Apple ID (with US payment method) and a European Apple ID and primarily use my US Apple ID. Will initial access to Apple Intelligence differ depending on whether I buy the phone in Europe or the US this time?

On the Apple page linked above, they state that "if traveling outside of the EU, Apple Intelligence will work when your device language and Siri language are set to a supported language". Does that only apply to iPhones purchased in Europe? Will iPhones bought in the US continue to work with Apple Intelligence when used in Europe?
