Dictation not available on English iPhone/iPad (General > Keyboard > Dictation)

Hi

I have an English iPhone 4S and iPad 2. On both devices Dictation option not available. Howto enable?

Does this only work with English language (devices sold in UK or US)? Does this works well?

It should be in settings/ general / keyboards / underneath the split keyboard tab.
It originally asked if you wanted that feature when you first set the device up the first time.

I just took another look on the iPhone and could not find the same setting I found for the iPad.
I also have to say that I have the iPhone 4 with jailbreak and added siri via cydia so it may be different.

Regarding the iPad, Dictation is not available on the 2..... But I dont`t know why you can`t access it on the iPhone
