It was "back" when the books in Apple Books became books. It was also "back" when the Light mode variation had the exact same texture. Or when the fireworks in Messages looked like fireworks. 
Pretty sure the light mode variant texture is identical to that seen in iOS 12, so wouldn't actually consider this a reintroduction
It’s a paper texture not leather. And the notes app had that texture since iOS 7.
They've been consistently pushing inconsistent UIs across the OS since iOS 7. Home and iMessages are perfect examples - both apps have bewilderingly bad, inconsistent and unintuitive UIs. What is that zoomed in app bar in iMessage? WHo signed off on that?
Right on cue, the snarky design comments from people who insist they know better than everyone else what good design is.
Just stating my views - never claimed to ‘know better than everyone else what good design is’. Also, your comment isn’t very accretive, nor does it postulate your own point of view.
Notes app in light mode also has a texture, and that texture is present in Notes on my iPhone 6s Plus running iOS 10, so not new in 13.
The notes app in dark mode has a leather texture.
