Did AT&T cancel its 2yr upgrade plan?

I was trying to pre-order the G4 and use my extra upgrade and it looks like Next is the only option. I checked Best Buy and Amazon but no 2yr upgrade available.

I just went on AT&T's website and signed into my account. My upgrade options give me a 2-yr option on the leather-backed LG G4 for $239.99.

I went on AT&T's website, signed in and I can see the 2yr option for the G4, but when I tried to checkout it only gave me the Next option. There's probably an issue with this line.
