It is but is it a full MM account or just an add-on to someone's master?
And if you bought it already what does it matter what we think?

Yes, it looks like it will work just fine to extend/renew your current account for 12 months. I have purchased MobileMe codes from 3rd parties many times to renew my account with no problems whatsoever. Pay, get the code, and then go straight to your account to apply it to confirm that it works.

Just do exercise caution with picking the sellers...

The same general principle as this scam applies (codes really for anything -- MobileMe, iTunes, the Apple Store, AppleCare, etc.

Besides the apparent legitimacy of the seller, I think you always have to ask, how did they get this code, and why is it that they have a code to sell you at a lower price than Apple sells them through any official channel?

Seconded. I've done it twice with no problems.

For anyone else in the UK looking for a cheap MM subscription, check out your local CEX store.

Today I picked up a sealed MM box from them for £35 and have just updated my MM account with the code in the box without any problems.
