Hmmm, currently the Irish accent is restricted to the Irish dictionary. It looks like in iOS 12 the Irish accent can be used with the United States dictionary.

At least in macOS (Sierra) I can select US dictionary and the Irish voice.

Don’t forget it’s possible to download higher quality versions of the voices on iOS if you go into the Accessibility settings and Speech.
