I bought my new 13 inch nano 2tb 5g Ipad Pro like 3 months ago. I go to turn it on this morning, and nothing. Hold the button for long and short term, nothing. Plug in the power, which has always turned it on, nothing. Is there something I am missing?

I had the same problem this past Sunday morning with my iPad M4 13 inch regular screen. I had mine 3 months also. I went to the Apple Store and the Apple Genius did the Volume Up, Volume Down, and then held the power button until the Apple lit up on the screen. I did volume down and then volume up and tried holding the power button before I went to the Apple Store. Nothing came on. I guess I was used to the buttons being reversed on my previous 12.9 iPad Pro. :-(

Curious what level of brightness you usually use your new M4 iPad Pro on, as my iPad Pro has battery drainage issues (related to your plugging in and nothing happens) topic.

I've noticed with MY 2018 iPad Pro (A12X-based) 600 nits max brightness for me and 1600 max brightness for you, that the screen and battery can be strained if it's both: at a high-enough brightness level for long enough PLUS has been in any amount of heat for too long. One and not the other is bad enough for the iPad and both is even worse.

Hopefully someone at your local Apple Store can be of service, especially with this being the just-released newest Apple Product and all: (they'd be interested in double-making-sure to get it fixed for you.

Very much hoping your problem with your iPad Pro can be fixed. I can't imagine spending a day or a week without my iPad Pro, so as a fellow iPad Pro user, I feel your pain. I hope this helps!

So, seems this is a bug? What does doing this process do?

That's the hardware method for a 'hard reboot', which does clear up a lot of issues on iOS devices.

Holding it longer puts the device into DFU mode, which you only typically do if it's really messed up and you want to connect it to iTunes for a full restore. That's rare these days.

If you hold it in portrait orientation, the buttons are identical to 12.9”. They only “switch places,” when in landscape. My local Apple Sore is a trek, so I will try everything for even a couple days to avoid going. I did have to go when my 2018 iPad Pro had a legit problem and they replaced it.

While I was at the Apple Store, the Genius ran a diagnosis on My M4 and everything was fine. I haven't had any problems with it since.
