Ordered a M8 From Amazon.com and the phone appears to have been opened and resealed.
There are QC passed stickers over the factory stickers and there is a large sticker on the back.
My friends developer M8 did not come this way. I have a feeling I got phone that was returned..

You may be right, it could have been a returned phone. I assume the "QC" means quality control, so amazon opened your phone to see if it was good. So wherever it came from, they wanted to check to see if it was good enough to sell.

I was just checking XDA on this and seemingly at least some AT&T HTC Ones last year came with Sim Cards installed. Seemingly several people screwed things up inserting their cards the wrong way so this why AT&T did it. So, I would guess - *perhaps* - that AT&T did this. So quite possibly your phone is not a return.

The IMEI sticker on the back of the phone is normal, they all come with it. You can just peel it off.

I'm not sure about the QC stickers, as my AT&T retail box was only sealed by 2 clear stickers on the sides of the box.

Yep. My M7 purchased at a corporate AT&T store last July had the same kind of sticker on it.

Phone appears to be unused...

Is the power button supposed to be flush or slightly raised? Mine is flush but does not have a lot of tactile feedback.

Mine is slightly raised....

Mine is slightly raised....

The m7 had the same quality control issues. The volume and power buttons were slightly difference from device to device. Some are raised and some are almost completely flush.
