When listening to my iPod I notice that some songs are quiet, while some are quite loud. the problem with this is that I turn up the volume on the quieter songs, only to be BLASTED by the next song that is one of the louder ones.

Is there anyway to equalize the volume of all the songs in either iTunes or on my iPod Touch?
 
You have two choices:

You can go to Preferences>Playback and check the "Sound Check" box to adjust all song volumes to the same level. I do not recommend this, especially if you have a large library.

Otherwise, you should just adjust the volume for the problem songs. Get Info for the song in question (Command+I), select the Options Tab, and use the Volume Adjustment slider (usually, just put it at +100%).
 
In my experience the Sound Check feature doesn't work very well. You'll end up having to go in to each song and manually adjust the volume anyway.
