Considering how iOS 9 Public Beta 1 and Developer Beta 3 both have the same build number, how does Apple differentiate between them to cater to both's differing update frequency (2 DBs per PB)? Do developer betas have a profile installed like public betas?

Public Betas have the profile installed, developer betas do not. Not sure if removing the profile gives you access to the developer beta updates...that won't be figured out till b4 is out.

Not once has iOS public beta been 1 build for every 2 DP's. (8.3 and 8.4)

DP only gets higher number in the end because it gets 1-3 builds BEFORE the PB starts.

Yosemite last summer did though with 10.10.0. But I chalk that up to doing public beta was brand new to Apple and have since then gotten all the kinks out of how to handle PB.
