I would like the iPad to automatically dim the screen brightness to a user-determined preset level when unplugged from the charger, and automatically return to full brightness (or another user-determined preset level) when plugged back in. Is there an app for that?

Even better, you can do this with two simple Shortcut automations. One for when the device is connected to power (set brightness to X%) and one for when the device is disconnected from power (set brightness to Y%).
