disable 'locate me' functionality?

in my opinion the most annoying update with the 2.0 software is the 'locate me' function for geotagging photos and use in other apps. the fact that it pops up every time and in some applications multiple times really irritates me. i've gone through the settings and can't find a way to disable it.
is there a way?

settings>general>location Services (just turn off) but that will disable all of your locations

It also doesn't stop apps from asking your permission
