I have a strict security guideline to follow and I need to make sure if iCloud is disabled on iOS 11.
Is there a way to check if iCloud or iCloud Backup is disabled or turned OFF without having me to sign-in to iCloud?

If you are not signed in. It’s not enabled.

If you have a Mac you can go to: System preferences - iCloud - Manage Storage. You should see a backup category and the device should not be listed.

If it happens to be listed, you can delete it which will automatically disable iCloud backup.

But as stated above. As long as you aren’t signed in, it’s no longer making new backups.
 
Sorry, I was referring to my iPhone SE.

This is very confusing. If I sign in to the (Sign in to your iPhone) from the Settings page at the very top, this method will actually setup iCloud which I do not want. If I sign in to the AppStore using the AppStore app itself, then I notice iCloud is OFF.

If you have to sign in to iCloud, your phone is not backing up to iCloud.. sign in to App Store and iCloud is different...

So if you have to manually sign it, no worries your phone is not backing up on iCloud currently

If you sign into iCloud and iCloud backup is enabled, it will be backed up. You have to go to Settings -> iCloud -> iCloud backup and turn it off. (If you are logged into iCloud). If you are not logged in, it cannot backup because there is no iCloud account tied to it.

Generally speaking it would only backup if you initiate it manually or if you have it enabled and are on WiFi and connected to a power source. So usually you have time to disable it (if needed) after logging into iCloud before it would start backing up.
