I've taken hundreds of "Live" photos with my iPhone, because hey why not. It could come in handy later right. But my iCloud is full now, and I need to discard all the Live motion that I don't need anymore, because it takes up a lot of space.

So, I've got my MacOS Photos app open, and I see there's an option to "Turn Off Live Photo". You can turn it off, but after that you can turn it back on. So it's not actually purging the videos. How do I permanently those videos on multiple files at once? Thanks in advance.

Try with one file. Note size of Live Photo file. Right click, show contents, select jpeg, get info, size. I suspect you’re not going to see much difference in file size.

In fact the video portion can be up to 6MB, and they can be 2-3 times the size of the image itself. Over hundreds of photos, yes it makes a huge difference.

Anyway, I was asking HOW to do it, not should I do it.
