Since Catalina, Apple upped their security also on Disk Utility with not granting enough permissions, and user grant "Full disk access" in System Preferences just to create .dmg images from DVD/CD's

However, i'm reluctant to do this, when all hings being equal..

All my CD/DVD's i'm creating images from are ISO9660 (RockRigde) as their multi-platfom.. However only the CD requires full disk access, otherwise i get the "operation cancelled" the moment i try and create one..

If all these are the same format, and if if was a permission issue, then I I shouldn't have successfully created other ones either.

The only difference i can se, is this affected disc is a CD, not a DVD, but capacity is as smaller anyway. (650MB vs 4.7Gig)

It could understand if disks were different formats but its only with (1) disc it's happening to

Does one of the discs has DRM or other kind of copy protection?

Have you thought about just using dd from the command line to create bit-exact ISO images? If it's a Audio CD, it might have some kind of "DRM" (actually, they just purposefully added sector errors that CD players would ignore but CD drives in PCs would get mad about), you might need to use the flags conv=noerror, sync to ignore those sectors.
