I have a failing hard drive that I can still mount, and rebuild using DiskWarrior.

I'm wondering if I use the preview function to copy files, can I transfer an entire user directory to a fresh install of macOS, and will all the correct permissions etc carry over?

I've had DW for years in case of an emergency, but because I am very proactive (swapping out HHD's every 4 years, etc) I don't have the exact answer to your question.

Since DW excels at rebuilding damaged directories, if you can see the directory in preview I would expect that DW could do the transfer. After the copy is completed to a new drive I'd expect it would alert you to files it had problems transferring, and you could then try to recover those through other means (Time Machine, etc).
