Well those are the times of the text messages... He/she didn't elaborate much, so I didn't know what they meant other than that.
There are certain things that I do in business that require the exact time of text messages.
I can't believe people use text message for business stuff like this. I sent info to co-workers with a text, but if it's very important and needs a time stamp, you're better with email then.

I send emails as a text and people have text me to my email, it can work. Also, what business doesn't have email?Maybe people involved do not have easy access to email! Majority of people have text message plans!
