it's possible to make copies of a .dmg file using a PC, but you can't open them with a PC.

to clarify, sure, you can burn a .dmg file onto a CD from your PC and then open it on a mac, but no, there is no software i know of for the PC that will actually make the .dmg file actually burn onto the disk as a formatted disk, like an ISO would. ISO files are what you want for a PC, the DMG counterpart, if you will.
