Seems like people in my favorites go right to voicemail when I have DND on. This a known issue for jail breakers? Any idea how to fix this?

Not a "known" jailbreak issue that I'm aware of--where did you see that?
Regardless, just tested it, and I cannot replicate the problem you describe on my phone. It's usually best to list what model phone, which iOs version, and the tweaks you're running in case someone else has come across this issue.

Post some screen shots of how u have DND set up. Have you tried removing your favorites. Re- booting your phone and then set them up again as fav. I know its not listed but do you have callbar or any other phone tweak.
