To receive text from a weird number like 10203 (Just an example) while in DND I have to add it to my contact lists then turn on emergency bypass right? Will that work ?

I use a service that texts me if my server goes down.
 
You shouldn't have to turn on emergency bypass if the number is on your contact list. Your contacts should always be able to reach you even when DND is turned on.

There’s an option to allow no one or selected contacts to bypass DND. So one definitely can completely block all inbound phone calls. And I don’t think there’s SMS equivalent for bypass feature.

That's true but all he needs to do is select from DND to allow calls from "All Contacts" which should be the default anyway.
