umm - Yes.
"roll out" in the sense of not being available world-wide at the same moment, as it would spread across the 'net during the first hours after the announced release begins - whenever that might happen.
I suppose we will all know more about that in less than 48 hours.

That was painful to read. Plus, I don't think it addressed the OP's question, which I think is: will we see all the apps update to the iOS 10 SDK versions on GM release or public release of iOS 10?
Is that what the OP is asking? Somewhat hard to tell from the thread title and the opening post that doesn't add anything to it or explain anything about it.

That small "app" part certainly makes a fair amount of difference in understanding what updates are being talked about. Thanks for the clarification.
This will vary massively from developer to developer - some are much, much slower than others (Spotify I'm looking at you). Do not expect much Siri integration or ApplePay on the web on Day one of GM or Public release.
Apple's guidelines on this are *usually* that no overt reference to iOS 10 features can be made in update notes prior to public release but I *believe* that features can be added covertly from GM onwards.
Compatibility updates are another issue entirely, developers are always free to update their apps to fix anything that iOS 10 breaks whenever - even during the beta process - I've already started to see this.

I'm not sure those are really about enabling anything new related to what's in iOS 10, as much as making them work better with iOS (doing what they've already been doing essentially).
