That is my impression yes. The apps features in various locations in the App Store is one big list of apps that have in-app purchases with gems/coins (also Apple earns a lot with that) or filled with ads.

Max is just a rebranding of the former HBO Max app - it looks like it just inherited the "Editor's Choice" designation from the prior version.
