Let's say I am using an iOS device that can;t run the latest version of iOS. Does this mean that I am vulnerable to bugs that have been discovered since my iOS device can't receive iOS updates?
Does Apple issue security updates for bugs on older iOS versions?
If so, where can I locate this information to see what has been patched?

If you easily give in to
FUD then by all means update but security patches I have always viewed as FUD. And most iOS security updates are geared to counter and close the door on the Jailbreak community. I have never been hacked or have had any of my banking or credit accounts hacked or compromised running outdated OS's and that includes Microsoft Windows, OS X, Linux, iOS, and Android.
If you stay within the bounds of the operating system and don't do silly things by clicking on every link that flashes on your screen or download Apps outside of Apple's App Store or the Google Play Store you'll be fine.
Up until recently I was using an iPad 3 running 5.1.1 and was actively using it for AMEX, Visa and my other banking accounts and like I said, I never had ANY security problems.
