Yes, you need mobileme. There is a free version you can use for find my phone.

No, you just need an Apple ID.

You need an Apple ID that is in the format of an e-mail address. Mine is not, so apparently I'm unable to sign up for the free find my iPhone service until I go into iTunes and change my Apple ID.

Just Apple ID is OK, and using mobileme is better.
