So I've now upgraded to El Cap from Mavericks and in my Pictures folder in my Home folder I have two photo libraries. One iPhotos and one Photos. Seeing as I can no longer use iPhoto would I be able to delete the iPhotos photo library folder?? Would that mess anything up?

As long as you are sure all the photos were properly imported to the new Photos library, yes you can just delete the old iPhoto library and it won't hurt anything.

Just a heads up though, if you would like to keep the old library, it is not really using disk space like you might think it is. Give this a read.

I would just make sure I have a time machine backup of the machine you're using (where the iPhoto photos are stored) and then delete the iPhoto library and see what happens.

So deleting the old iPhotos library won't affect the Photos library or gain me any disc space? The old one is listed at 10GB and the new one is just over 7GB. If I deleted the old one would I not gain back 10GB of disc space?

Exactly. Correct all around.
