I was just looking at my iCloud storage, and ever since 10.3, my device backups have not taken up any storage in iCloud. I have 2.3 GB worth of backups and 1.1 GB in iCloud Photo Library, but only 1.1 GB of my total storage is used. Is this just a bug or something Apple did on purpose? Did Apple change this so device backups do not count against storage totals anymore?

If so, I'm really happy :D

On 10.3.1 here on my iPad and my iPhone. Backups for both count towards my iCloud quota.

Backups definitely count for storage usage with my account.
 
Check on icloud.com and see if the numbers match up?

If Apple stops making backups count against iCloud usage that would be a WONDERFUL gesture towards users and the security of their data.
